Under the proposed rule, cattle that were not inspected and passed for human consumption were excluded from the definition of CMPAF(cattle materials prohibited in animal feed) if their brains and spinal cords were removed. The final rule was revised to indicate such cattle are not considered CMPAF if the animal were shown to be less than 30 months of age, regardless of whether the brain and spinal cord have been removed. -미쿡관보-

정부는 스스로 인용한 FDA 보도자료 문장에서..
“The entire carcass of cattle not inspected and passed for human consumption is also prohibited unless the cattle are less than 30 months of age, or the brains and spinal cords have been removed.” -FDA보도자료-
unless 를 even though 로 해석했다고, MBC 뉴스에서 그러더라..
